Report: County parks and rec staff failed to account for autistic man left in hot van in Naples

— A 26-year-old severely autistic man who was mistakenly left in a van on a July afternoon for 90 minutes during an outing with Collier County Parks and Recreation was the victim of an improper head count, a report concluded.

Recommendations for what to do with the employees responsible for the man are forthcoming, said Camden Smith, parks and recreation spokeswoman.

After the county human resources department interviewed 11 staff members, the report found that there was a problem with head counts during field trip to a bowling alley and there should have been two program counselors in the van.

Smith said that when parks and recreation read the Aug. 5 report there were two immediate concerns other than leaving the camper in the van.

“There was no evidence that anyone conducted head counts and according to interviews only one person was responsible for parking the vehicle and leaving it locked,” she said.

According to a 67-page report, Maria Herrera Rodriguez, a counselor for the Therapeutic Recreation Summer Camp unloaded the van — all but one — at the entrance of Woodside Bowling Alley in East Naples on Tuesday, July 22, and parked the van without following a head count as required by protocol and forgot about the camper in the van.

“We all make mistakes driving,” Smith said.

But no exceptions can be made for a county program that is responsible for the safe welfare of participants, she added.

“No one counted that day that is why he sat in the vehicle for more than one hour,” Smith said.

The victim was taken by emergency medical service technicians to a hospital where he was treated and released.

Herrera Rodriguez took over supervisor duties after the program leader for special needs of parks and recreation was arrested for grand theft and Medicaid fraud in June.

Herrera Rodriguez was asked by her supervisor to “step it up,” Smith said.

In the report, there are contradicting statements about Herrera Rodriguez not receiving training for the position.

Smith said Herrera Rodriguez, who has worked for parks and recreation for three years, attended the summer camp training when she was hired, has several special needs certifications and had worked for the school district with special needs.

Herrera Rodriguez claims she didn’t receive training, the report states.

Herrera Rodriguez said in the report that she never attended an orientation when she was hired as a program leader.

“The ratios are just not safe,” Herrera Rodriguez said in the report, adding that she has worked as a para-professional for the school district for 10 years.

“This is my life’s work,” she said.

Yet Smith said the protocol is one counselor for five participants and that is what they had that day.

“We weren’t understaffed,” she said.

In the report, Herrera Rodriguez claims she asked for two others to help her, but according to staff that was not true.

Herrera Rodriguez could not be reached for comment Friday.

Herrera Rodriguez, who is on paid leave, could be suspended with or without pay or be released from employment, but based on the report of not conducting head counts she and another program leader, Christina Apakarian could face suspension, Smith said.

This is very concerning as to how these counselors are not even accounting for campers.

This accounting should happen in ANY CAMP in Collier County.

He could have died from the heat.

Hopefully, this unfortunate accident will create a UNIFORM PROCEDURE for all camps in Collier County to follow.

It seems like the field trips in these camps are a free-for-all, whatever goes, and happens, will happen.

More protection for children in ALL Collier County CAMPS should take place as a result.

WHERE IS A LOG OF ALL THE CAMPERS? WHERE DOES THE HEAD COUNT COME FROM...the top of someone's head?

A few quick questions.

How can a person, an authority figure at that, leave a van and not notice that there is an adult still in the van?

Does Ms. Rodriguiez really expect us to believe that lack of training allowed her to leave an adult in the van...locked at that?

I could see the problem if the individual left in the van was a sleeping child of seven for example...but a grown adult??? Give me a break.

I guess she thinks we are as ignorant as she appears to be.

Basic common sense should have guided this "counselor". Training is not needed for common sense.

Here is the most stupid comment in today's paper:

Camden, stick to introducing puppies and kittens on your little cable show. You're certainly not ready to be representing the county. John Torre? Are you there?

This young man was LEFT BEHIND in a van. He could have died. How about some accountability instead of excuses????

With property values dropping, and therefore property taxes colllected falling, these programs will probably go away in the future. Unfortunately, discontinuing the service may be the way it is eventually corrected.

"victim of improper head count"? Are you serious? Did the report not disclose that a head count wasnt done, how can one be a victim of something that never happen. Further, I also havent had any "formal" training in taking groups out for an event, however, common sense always told me to count the kids when a group was around for b-day parties or any other gathering. Finally, the original supervisor was arrested for grand theft and medicaid fraud and then this lady was put in the position......ummmm, where do they find these people?

I don't care what Parks & Rec says about staffing numbers being ok. I know for a FACT that this Christina was simply "Plugged In" to make a quota number for staff/campers. She does not like people with disabilities, is VERY uncomfortable with them and made that abundantly clear during her time at the camp. She was instructed by Parks & Rec to just "do paperwork" and not interact. Parks & Rec tried to pull a fast one, numbers-wise, and it blew up in their face.
And the REAL supervisor? The one that was 'charged' for medicaid fraud...how about "Innocent until proven guilty"? Parks and Rec wanted to "protect their image" by putting that woman on UNPAID administrative leave, although she hasn't even had her day in court, and thought they could just throw another supervisor level person into that camp & it would all be fine. Another example of the "let's just bury our heads in the sand" approach favored by Parks & Rec.

The two people from Parks & Rec. were charged with medicaid fraud.. The one has admittted to doing so & is trying to work a deal now to keep his rear end out of jail. So you are not innocent if you admit guilt!

The first question--Why was the young man on a field trip? Who was delegated to attend to him? Why wasn't he unloaded at the front when the others got off the bus?

The best is--------why would his parents send him off on a field trip without accompanying him or why didn't they hire an attendant? I think his parents are at the least somewhat responsible.

I think there is a lot of "passing the buck".

If you check you will find that the county is filling "posts" with bodies. They are hiring from "within". There is a hiring FREEZE. Makes for some interesting situations.

I know this is Saturday when all the crazies post.

Maria Herrera Rodriguez should be charged with reckless endangerment of a handicapped person. And, for that matter, so should those who were with her. They were all responsible for the safety of the individuals in their charge and they failed miserably.

They should also be suspended without pay until this is resolved. Paying them to sit at home is really a paid vacation and that is simply not fair.

Lisa was listed with COLLIER CONNECTIONS, INC. for a federal grant, It had her listed as the owner,
but I did check out the Sun Biz site & It has Tim Timmer & Collen Wash Timmer listed as acting officers.
Lisa Lewis did fill out reports that were false to collect funds from medicare. She was NOT just a worker BEE. But I guess we are all looking forward to that day in court.... what scum the both of them

Would you be playing the same tune if that moron had left a five year old member of your family in that van while they went in to some play area? Not likely.

A person who is charged with the safety and well-being of individuals in their care is obligated to check to make sure they are all safe and sound at all times. How hard can it be to simply do a visual inspection of the van, before locking the doors, to make sure no one was in it? Not hard...even for a moron like Rodriguiez.

Being short-handed is no excuse for not checking to make sure all were safe. The attempted cover-up can be dealt with later...the morons in charge that day need to be dealt with first.

BTW squally...If standing up for the disadvantaged is being an idiot, then I gladly stand in that spotlight.

You're the clown for not understanding the seriousness of this case, and how this young man could have died.

Simple acountability forms at EVERY PARK will prevent this from ever happening again..

CHECK AND DOUBLE CHECK for the number of participants involved in a camp experience.
