I am disappointed in your recent article by Ryan Mills that implied I was not qualified to run for the office of Collier County sheriff, and take offense at the way the article was slanted.

The Daily News should hold itself to a higher standard and report all facts involving candidate qualifications, not just those that make their endorsed candidate of choice look good.

While my opponent, Kevin Rambosk, was attending college, I was serving our country as a military law enforcement officer. Following 4½ years of service I was honorably discharged and became a Florida-certified law enforcement officer with the Florida Highway Patrol, where I officially served for three years. I have been a Florida-licensed private investigator for over 24 years, working for civil and criminal attorneys and often hired to identify errors made by law enforcement.

As a successful business owner for several decades, I am confident I have the business experience to manage this agency. Additionally, I have the legal and investigative expertise to improve the Sheriff’s Office. This is evidenced from cases I have worked and solved after this Sheriff’s Office, with its many resources, officially closed the file.

I am endorsed by the Fraternal Order of Police State Lodge, Florida’s largest police organization. It is a uniquely unbiased law-enforcement group, unaffected by the regional politics or local influence, and I was selected from among all eligible candidates.

I am more than qualified, and the election law so certifies that qualification.

Since my opponent, the former undersheriff, controlled the sheriff’s budget it has risen over 50 percent. That equates to over $50 million in the last four years. The agency’s command staff has grown top-heavy during this period, and is comparable to Hillsborough County, whose budget and population is double ours.

Recently cases have been dropped due to illegal search and seizure and wrongful arrests in Collier County. A high-ranking officer was allowed to immediately retire in good standing, while senior officials in the Sheriff’s Office failed to conduct an official investigation into allegations of improper sexual conduct with subordinates. In fact, my opponent signed off on the senior officer’s no-notice retirement request as indicated by his identification number and initials on the May 23 retirement request, contrary to his previous denials in the Daily News of any involvement in this sordid affair. He has repeatedly ignored the requirements of the Hatch Act, and only recently resigned after the U.S. Office of Special Counsel indicated a second time that he must do so, or suffer the consequences of violating federal election law.

These ethical lapses and problems will continue in the Collier County Sheriff’s Office, especially if the Daily News fails in its duty to provide a free and unbiased press for the public good. However, I may be asking too much of a publication that appears to prefer the role of cheerleader for its chosen candidate, rather than the impartial journalism the public deserves.

The Collier County Sheriff’s Office lacks ethical leadership and accountability, is in grudging withdrawal from unprecedented budget growth and desperately needs re-emphasis on training and evaluation of its personnel. My opponent has been at the helm for over four years. Why should the voters expect anything to change?

The citizens of Collier County are seeking something different in their chief law-enforcement officer. I know I can deliver it.

It would appear the truth is far different from what we have been hearing from the slick Rambosk campaign camp.

It has been twenty years of the Hunter/Rambosk team. We are long overdue for a change.

This is an agency out of control and it's spending our tax dollars. $50.0 million increase in four years is outrageous.

By the way....what is the story of the Freeman retirement? Sounds like a coverup at the top. How can a guy be accused of sexual assault by a subordinate and be allowed to retire with full benefits, etc., and NO investigation? I don't get it.

My other concern has been the Hatch Act violation. How can we think about electing a sheriff who simply ignores the law, and a federal law at that, because he "thinks" it doesn't apply to HIM. Who is he to be above the law. Finally he stepped down, but only because a federal special counsel told him it was that or face prosecution. Everyone has to obey the law, even and especially our elected officials.

The sheriff's office seems to be a group that is out of control. We search houses without warrants, we haul single mothers in rented beach houses out of there apartment in the middle of the night and we don't investigate drunk drivers who kill people. What do they do with our tax dollars. They seem to have a law of their own.

We need a change. Vote Ortino

I agree it's time for change. Too many cover ups. Freeman should of been investigated after reading the interview Jim Williams did with one of the people involved. Had to let Freeman retire he would of brought many people down with him. Also it would of ruined someones campaign. It also says in the interview that Freeman was getting his Masters degree & had people who were on duty doing his homework for him. All this at tax payer expense. One has to wonder what else the tax payers have been paying for. The interview is public record for anyone to go read or request a copy of.

Like that was the most intelligent and lucid reply to the biased and slanted article from a few days ago. I am like shocked that the newspaper printed it. Now we just have to wait for the yelling and screaming from the other side, the side of the incumbent, the side of the former deputy who was forced to quit because he was breaking the law. Those guys will like shout foul and hurl insults like they always do. But you know like Mr. Coyote is right. Time for change is now.

Wow. Ortino just hit one out of the park. Ortino has shined the light of truth on the NDN and the incumbent and the incumbents supporters.

Ortino's editorial is right on target. It is time for change and time for the positive change Ortino will bring to our community and our sheriffs department. Just look at the facts. Ortino did and so did I. And the facts don't lie no matter how much spin and color and twisting the incmbent puts on them. Too much money, too much turnover, too much a bad attitude towards the community from the current regime in power.

Its time to get rid of the incumbent and his tired old spend spend status quo business as usual approach to police work.

Its time for Ortino. Ortino for sheriff!!!

If you just read Ortino's editorial, read it again. Its worth it. Its wonderful. Ortino put the NDN and the former undersheriff "who was forced to resign to avoid prosecution" in their place and defined them and their tactics for what they really are. I cannot wait until the smear machine of the former deputy "who was forced to resign" (I love that phrase, it says so much) bring out to try to sway the public that their candidate is really who we need as our top cop. By the way stand by for more on the "tax free" website that was talking trash about Ortino. The IRS is not happy that its rules were not followed.

As they all been saying ORTINO for sheriff.

Ortino is the new sheriff. Don't let the smear and snake-tactics fool you. Vote Ortino!

The Freeman mess, the Hatch Act mess, the grow-house-botched-cases, and lots more only go to show the ineptness and lack of leadership in the current administration at the sheriffs department and of the incumbent, the former deputy who was forced to resign to avoid prosecution. The more we learn of what has been going on there and of how badly we the people have been treated and profiled and given a smug, we-don't-care attitude by the incumbent and his ilk the more voters turn to Ortino.

How could he let that captain retire in good standing and not conduct a thorough investigation? Good Lord! Most all of the rank and file deputies are the greatest people in the world. Dedicated pros and community servants. But they have no leadership or inspiration and they lack enough training to be the best they can be. They want change. They want Ortino. And I will help by voting Ortino.

Ortino for sheriff.

Remember, Rambosk stated in a July 28 NDN article on the FDLE Investigative Report http://www.naplesnews.com/news/2008/j... , that "By that time I was no longer in the chain of command or the undersheriff, and had nothing to do with the investigation of the Freeman case," Rambosk said.

And now we find out that he signed off on the May 23rd no-notice retirement request as shown by his badge number & initials.

Mr. Ortino, YOU are the best candidate for the Sheriff’s position. I have had the honor to meet you several times at various debates and as a concerned citizen I am very glad that you will be our next Sheriff. If people take the time and actually listen to what you say and think about what the citizens of Collier need to fix the CCSO, they would know with out a doubt that YOU are the one to vote for. Yes, I can see and hear and read that you are qualified for the position. You were out serving our country while the “former sheriff forced to resign” was parting and “smoking pot in college”, I do think I heard those words directly from the horse’s mouth. Well, I for one as a tax paying, law biding citizens of Collier County, do not want a Sheriff that breaks the law every time he turns the corner just because he “thinks HE is ABOVE the law”. For another example of many, just ask code enforcement, his signs are up illegally in various places. I want a Sheriff that will fix the budget and fix the problems in the CCSO and give us back our rights as Collier citizens. Come on people, be proud of the county we live in and stand up for what is right! VOTE for ORTINO!!!!!!!!!!!!

Pknows: I guess you didn't read the FDLE Investigative Report which identifies the long-term sexual harrassment of a subordinate by recently retired Capt. Chris Freeman, prior to his no notice retirement at full benefits and in "good standing" approved by the senior administrators of the CCSO, and the former undersheriff was one of the signers. Unless you consider the FDLE report "whining" or maybe the victim of that harassement was "whining."

Vic, how come you always apologize to deputies after forums for what you have said? How come you tell deputies/command staff you are not going to change anything-they do not have to worry, which may be a violation of campaign laws by the way?

Your true colors were quite clear at the last forum, I wish it were televised so all the public could see it, maybe it will be.

I have over 25 years experience as an HR manager and am concerned about Mr. Ortino's constant use of the word "meritocracy". Aside from the fact that he can not pronounce the word correctly, I don't understand why he would be supporting a meritocracy. Subjective reviews of performance alone should NOT be used for promotion and its no wonder no local unions endorse him! All contemporary literature in HR management calls meritocracy the "last bastion of discrimination" in the business world today. This sure isnt what I want for my most important local government agency!

Wheezing Vic stated his intention on breaking Federal FLSA laws (certainly MUCH clearer than an obtuse Hatch Act) when he told an audience of business people with much more experience than he has that instead of paying deputies he would give deputies an hour off for every three or four hours of overtime they worked. He said this would force deputies to work in youth volunteer programs while keeping overtime costs down. Blatant disregard for the law or just plain ignorance from the guy who supervises 3 people?

Kevin Rambosk is the most qualified candidate hands down. It doesn't change anything to cry about it. That's just the way it is. I am so happy that we have someone able to lead and protect this community. Collier is one of the safest places to live. Keep up the good work Mr. Rambosk. You have my vote.

Slick Vic greased up his "became a Florida-certified law enforcement officer with the Florida Highway Patrol, where I officially served for three years" The REAL story: became a mediocre FHP trooper where he falsified his time card and got fired, got rehired on some technicality and then announced he was ashamed to be an FHP trooper. Officially served? yeah, he served himself a big helping of taxpayers money!

According to the Video tapes Rambosk made that statement not Ortino. More lies from the Rambosk Campaign. Seems to be a re-curring theme, Lies and coverups....

At least I don't have to go to the Blue Marlin in Costa Rico to get a date....

Here's some food for thought about Chris Freeman....
On June 10, he received a paycheck for $4,631.23. But, he also received $20,501.80 in vacation time and $18,848 in sick leave.
Heck, I would love to get all that money.
I hope the taxpayers really like the idea that he got PAID thousands when he "retired" in good standing, instead of an investigation being opened into an alleged SEX crime. I wonder what will happen with the seven open PBRs from last year (2007) once the election is over? How about the many from this year, including the deputy who is now fighting his ex-wife (apparently there was a temp protective order in place for a while back in January and that PRB is still open, too) for her NOT to return to Florida with HIS children. I wonder what type of father doesn't want his kids near him? What a great role model...And this is the type of stuff that keeps getting .... overlooked? by the CCSO. What about the Canadian border incident? Hmmmm...Oh, and the psych e-vals???

Mr Ortino has spent many years doing volunteer work for this community. And apparently you don't consider military service to be as good as a degree? Tell that to the many veterans that served their country instead of going to school. Many colleges give academic credits for military experience. You can fly a plane if you read a book, but who would rather have in the cockpit, someone who read a book or someone who has a lot of flight time under their belt? And by the way, Mr. Ortino is a licensed pilot AND a 6th degree black belt.

Sheriff Ortino pointed out something that I had missed, Deputy Rambosk is aping the same criminal behavior that the Bush Thing uses, if he is violating a law (Hatch Act), he merely says he disagrees with it.
Tell that one to a judge, deputy!
And he's the guy who is going to enforce the laws in Collier?
I guess only those laws he and his cohorts are not violating.
After 20 years I think it is time for a Blue Ribbon Commission to revue what has been going on in our Sheriff's Dept.
Arrogance and corruption are inevitable after 20 years in power and electing Deputy Rambosk to continue the mismanagement would be insane.

Victor, it's the Naples Daily News, First word, NAPLES. That means they print whatever the elite tell them to.

I thought he made some very good points, very interesting.

And last.... I can't vote for Rambosk because I'm tired of every time I log into this website I get his pop-up. Very annoying

It's a huge conspiricy Victor and the majority of the voting public are in on it. They are conspiring to rob you of your rightful place as Sheriff. Not only do the Rambosk supporters force the Naples Daily News to print articles in favor of their candidate but rumor has it they have also tapped into the early voting computers and have preloaded them to reflect that currently Rambosk leads you 2 to 1 with 62% of the votes cast thus far. For gosh sakes man get real it's laying down this way because Rambosk is the better man for Collier County Sheriff. Go find a job that you have prepared yourself for, you are way short of the mark on this one and you are giving everyone the impression that you are just another crawler out on the fringe of society. Man up and stop the pity party.

This is funny! Vic manages to put together a letter that is mostly snippets from his regular bloggers here, mostly lies and half-truths. The VO Supporters are SO EXCITED!! That’s great, they need a little something as they are going to feel crushed in a couple of weeks. Vic has one endorsement, and claims one major case solved. Saying the case was closed by the CCSO is an outright lie and he knows it. But hey, let’s give him this one; can he produce all of these other cases he’s solved? There are not any. Vic says the budget has risen 50 million since Kevin controlled it, Hey Victor, Kevin is not the Sheriff (yet) so how did he control it? Try and put out some real facts instead of lies. A real cop deals in facts, so why don’t you demonstrate your “real law enforcement experience” How many cases did you solve guarding parked aircraft in the USAF? You want to command hundreds of cops who will always outmatch you in law enforcement knowledge and experience? It’s not going to happen. Kevin Rambosk will be elected – no contest.

Ry42, as an Air Force veteran who has seen military police officers do more than many departments spread throughout the country, I truly take offense at your comments. I watched as the MPs on my base were sent into help rescue the Iran hostages in the early 80s, I've seen other branches investigate and SOLVE gruesome homicides, fatality crashes, shootings, stabbings, etc. Don't you know who all are classified "military police officers?" Oh, yes, let's not forget the Coast Guard...How many illegals and illegal drugs do they intercept on the high seas? That's right, military personnel don't do anything to keep you safe, right? They don't do anything to protect your freedom of speech, right? You sir need a history lesson and need to join the military as a police officer and find out what these officers really do. They are real men and women who not only investigate and solve crimes like "civilian" officers, but they also go to WAR to protect your right to speak ill of them.

mothergoose, still waiting for all of the dirty laundry information to be revealed. Are you going to release it the day before the election? The Canadian Border incident really intrigues me. What about the Florida-Georgia Border incident? That's a big one you are missing out on. Then there's that horrible Collier-Broward border incident that sent shockwaves through the tourist industry of Kazakhstan.
Also as a Veteran Military Police Officer, I think you were high when you if you were in the Air Force.
Can you tell me when you fire 400 Deputies and lower the Collier County Commission controlled budget, who is going to come to help you when you need it.

slash, did I ever say I was a military police officer? I think not. Read my post again. No, I'm not waiting until the day before the election. Is the waiting causing you anxiety?
Also, the county commission may control the budget, but guess who submits it? And, I believe the former undersheriff has said it himself he had a hand in the budget. And, I've personally never heard Collier County's next Sheriff Victor Ortino say he was going to fire 400 deputies. Quite the contrary actually. If there are 400 or 4 excessive positions due to population declining in Collier then I would expect ANY official, elected or otherwise, to trim the fat.

I would like to see the report on Freeman as every incident of this nature has to be filed investigated then cleared. Just because a witness or victim is uncooperative doesn't mean a report is not written. We aren't fixing the stats in collier to make it look like crime is down are we!!!!!!!!!! Can this be picked up at records for a small fee?????

Wow. Nice editorial. Congrats Mr Ortino. A good amount of "he's worse than me", "they are broken and in need of repair/change" talk but that is to be expected.

It does seem however, to be a cut 'n paste of his blogging supporters here though... but that should be no surprise. Time will tell. August 26 is coming fast.

Good luck to both candidates... and no matter who wins, let the trolls crawl back under their rocks.

Let’s see Vic says he can cut the budget by 37+ million, Rambosk simply pointed out he can't do that without eliminating positions. Vic's eyes rolled up in his head as he realized what he said was dumb. (And it was, truly dumb) He did not explain how he could cut that much. And mother, I did not say anything about other military police, just the USAF military police - specifically Vic as a USAF military policeman. I could CARE LESS if you are offended. Apparently you take offense to everyone who does not agree with you. It's a lonely place you are in huh? And yes we are STILL waiting for your evidence. You’re a lot of hot air!

So sheriff’s candidate Victor Ortino was victimized by the NDN? He seems a bit defensive considering what he says was never mentioned about his experience was in fact mentioned in previous articles. I did not find the article slanted at all. I agree that Ortino is not experienced enough to be the Top Cop. He certainly does not meet the criteria to get a local Chief of Police job – a much less demanding position than Sheriff. If he cries foul over a NDN article, what would he do if he felt victimized by the County Commission, County manager, or an angry public? The Sheriff is attacked regularly. I want my Sheriff to be able to man-up and take it, and intelligently defend himself.

I guess the Rambosk supporters are just plain tired of hearing the same old story. More misrepresentation, and no real experience. I would be frustrated too. I cannot vote to turn my safety and security over to someone that only has 1.5 years of actual law enforcement experience, and whose jacket is negative. We all would be taking a real chance. It's not worth it.

mothernature I'm still waiting for the evidence and you are high right now. To lump all of the deputies in Collier County into one category because you think you were the victim of an injustice is simply insulting to them. Although I am no longer a resident of Collier since Sunday, I take great interest in what is happening. My mother still lives there and it is my childhood home. I worked with many deputies during the course of my stay there and was very impressed with their professionalism and integrity. Stop with your negativity, it is becoming the trademark of pro Ortino fans.

Anyhow, I've NEVER said all deputies. I've gone on record saying about 20 to 30 or a handful, depending upon what is going on. There are too many good deputies out there who have to put up with the ilk that runs the sheriff's office.

Its scary how Ortino supporters flip flop...here's what one of the authors of a letter to the editor published today had to say about the Sheriff's Office in 2005 after Hurricane Wilma:

I JUST WANT TO SAY "THANK YOU" to the men and women at the Collier County Sheriff's Office for a great job they did before, during and after Hurricane Wilma.

I know many officers and they worked long days. Some were not able to be at home with their families when the hurricane hit and couldn't even get home to see the damage that was done.

With communications down I'm sure they must of been worried about their families.

i am laughing so hard at yet another great campaign strategy from the Ortinots! Now they are telling people NOT to vote. This is right up there with Vic telling a group of business and restaurant owners that their establishments are havens for drug sellers, with addressing the fine residents of Moorings Park as "the elderly", and with insulting and degrading an audience full of deputies in his own church. Keep digging, Vic and maybe you'll come up in the middle of beach volleyball at the Olympics!

pummalo, It is a FSA (Florida Sheriff's Association) lapel pin, not a Collier Sheriff badge. You can have one too. All you have to do is join the FSA.

Come to think of it, Mr Ortino and even Vinnie could wear them as well. But then people would have one less thing to bash Rambosk for.

Coming August 25, see Vinny riding an elephant at Pine Ridge and Airport Rd with Vinny for Sheriff written on the side. Claims this will be the biggest attention grabber in Republican history and make national news. You heard it here first.

Again with the uniform and star. Vic has pictures of himself in his FHP uniform for the 18 months he wore it on his campaign info. Is there a difference? Oh, and since Kevin retired from NPD he can also carry a real police badge and id and not the kind Vic bought at the gun show.
