Supporters insist their Collier sheriff’s candidate is the star

— Cars honked their horns at 28-year-old Chris Lupu on Thursday afternoon as he stood in a light rain and proudly held up his Victor Ortino for Collier County Sheriff sign at the intersection of Livingston and Pine Ridge roads.

Wearing his white Ortino T-shirt, Lupu said he’s been out campaigning four or five days a week for Ortino, one of three candidates for Collier sheriff.

Lupu was one of 10 Ortino supporters campaigning at the intersection on Thursday.

“This is probably going to be the biggest county election in ages,” Lupu said. “There’s a great opportunity for fresh blood in the system, for new ideas.”

A few miles north, outside the early voting station at the Collier County public library on Orange Blossom Drive, about a dozen supporters of Ortino’s rival, Kevin Rambosk, stood in gray Rambosk T-shirts greeting voters and handing out fliers.

Rambosk supporters said they are greeting prospective voters at early polling places countywide.

“We’re sending out the word that the most qualified candidate is Kevin Rambosk, and we’re here to support Mr. Rambosk,” Patricia McNamara said. “That’s why he has so many volunteers.”

With only two days left until the election, supporters of the three sheriff’s candidates -- Ortino, a private investigator; Rambosk, the former Collier undersheriff; and local businessman Vinny Angiolillo -- are out in full force trying to win support of undecided voters.

In fact, the Ortino and Rambosk camps have campaigned hard for months now, knocking on doors, making thousands of phone calls, and holding signs along the street.

Angiolillo said he doesn’t need to campaign traditionally, because people know him from his business, Class Act Limousine in North Naples.

“I don’t have to introduce myself like the other candidates do,” Angiolillo said. “I’m not going to stand on a corner, because everybody already knows who I am.”

Since announcing their candidacies -- Ortino announced in March 2007, followed by Rambosk and Angiolillo in October -- the three men and their many passionate supporters have been engaged in heated campaigning that has at times bordered on being downright nasty.

Ortino supporters contend that Rambosk campaigned unethically and violated federal election law.

Rambosk supporters contend that neither Ortino nor Angiolillo is qualified to lead the agency.

For his part, Angiolillo compared the Sheriff’s Office to a gang and filed a federal lawsuit against the very agency he wants to lead.

From cheering and jeering at community forums to malicious mud-slinging on the Internet, this campaign has been anything but pretty.

Take, for instance, the Daily News Website, where stories mentioning the three candidates regularly rack up well over 100 comments from anonymous bloggers.

“rambosk is a lawbreaker & a liar,” wrote one blogger, identified only as SmokinHotCowgirl.

“Jeez you Ortino people are pathetic. Nasty, loud, unpleasant, but still pathetic,” wrote another blogger, Sayswho.

Tom Brown, 63, an Ortino supporter because of his passion for change at the Sheriff’s Office, said he’s not a fan of the negative blogs.

“The personal attacks are totally unnecessary,” Brown said. “It shouldn’t be happening.”

Online shenanigans haven’t been limited to the Daily News site either.

In mid-July, Rambosk supporter Jake Walker, 38, created a Web site, www.colliercitizens4integrity.org, to examine the backgrounds of the candidates for Collier sheriff and School Board.

Walker, a Collier deputy, reviewed the candidates’ personnel files and wrote that the biography Rambosk posted on his campaign Web site “is factually accurate.” However, he wrote that the biography Ortino posted on his campaign Web site “is factually inaccurate.”

Walker posted documents to back his claim.

The day after he went live with his Web site and started promoting it, Walker said someone copied it, created another site with the same Web address, but changed the suffix from .org to .com.

The copied site said the facts in Ortino’s biography “appear to be factual,” while the facts in Rambosk’s biography are “inaccurate,” contending Rambosk was forced to resign from the Sheriff’s Office for violating a federal election law.

“I was impressed by how quickly they had done it, and I was very angry,” Walker said. “I thought this is very, very deceitful.”

Attempts to reach the creator of the copied site were unsuccessful.

Both Ortino and Angiolillo have been critical of the behavior of Rambosk’s supporters at candidate forums and debates.

Rambosk typically had large crowds of supporters at several forums. Ortino said they engaged in “hooting and hollering,” laughed at and made snide remarks at their opponents.

“They are rude, arrogant and unethical,” Angiolillo said of Rambosk’s supporters at the forums.

“I would be so embarrassed if I was in his situation and my people were acting in that manner,” Ortino said

In an interview, Rambosk said both Ortino and Angiolillo have made false allegations about Sheriff’s Office employees, and said it would be wrong to expect them to sit back quietly.

“I think, and I would hope, that any supporters of mine would be considerate and professional,” Rambosk said.

Of course, all three campaigns believe their guy will come out on top Tuesday, though they disagree on how close the race will be.

Angiolillo predicts he will win about 70 percent of the vote, while Rambosk supporters also believe their guy will win big.

“Landslide,” said Rambosk supporter Patrick Lawson, 42. “Rambosk in a landslide.”

Ortino supporters seem to be expecting a victory, but in a tight race.

“It’s going to be a close race,” Lupu said. “It’s definitely going to come down to the last few hundred votes.”

As study has been conducted on the Sheriff’s election. Factors utilized were monetary contributions, straw polls, yard signs, bumper stickers, endorsements, blogs and debates. The properties were analyzed and the objectives and constraints consisted of some expected values of prescribed variables with parameters. I’ll just get to the point – Rambosk will be victorious with a projected minimum of 62% of the vote. (Margin of error is 2 points)

Vinny and Victor are BOTH breaking the law, right now, as I write this. They have systematically been installing their campaign signs (both large and small)on public right-of-ways, county road sidings, and bridge abutments.

When I reached out to better understand this situation I was informed that their signage placements are in direct violation and can be cited by code enforcement for EACH VIOLATION.The citation would demand that they have 72 hours to remove their illegal signage or be subject to further legal action. So within 72 hours the election will be over...these two bums are breaking the law by using a 72 hour time-loophole to get their name out there. They are playing all of us for fools.

Just remember, any sign you see for Vinny or Victor should read "Vote for me, I'm a lawbraker." Or, "I know the loopholes, vote for me to put one over on you."

Beetle, please pray tell who has a daughter who is a shoplifter? And, Jake, why don't you say anything about all the supporting, factual documents you were sent that showed your candidate was not accurate. How about not being able to determine his 10 year volunteerism in N.J. (means he would have had to start at age 12 as a cop explorer, or whatever that was). Can't confirm that, yet you don't say so. Wait, how about the letter you just sent to several people including the state FOP? Are you upset that someone knows how many PRBs you've had and how many were sustained? Is that why you are quoted saying that in this article? Oh, how about Rambosk somehow miraculously received his bachelor's degree what, six years AFTER he left N.J. and before distance or computer learning was in place? I wonder how he accomplished that. I can't believe that anyone could build up that much leave time to go back to N.J. and complete a degree. yes, I know, you will say at least he has one, but if you want facts to come out, then so be it. Even the facts about your PRBs. Are you willing to post those facts?

The NDN failed to mention Mothernature who has also has been blogging on LEOAffairs under the screen name AngelAngel. This person posts lies and make outlandish accusations about the Sheriff’s Office and its deputies. When people counter her comments, she complains to the moderator asking that the counter-posters blogs be removed and that they be banned from posting there – she is actually attempting to take over the thread for herself. I would really like to hear from the NDN just how many times Mothernature complained to them about posts she did not like and how many posts she's suggested for removal.

Also, Carolyn Rambosk and Bsmith, please send me that e-mail address again so I can forward you all the information you requested on the problems at the CCSO/investigations, etc. The message got deleted out of my spam folder before I could send it. I know you want to try to find out before the election what all is out there. I'll try to comply with that request. But, after Tuesday, don't you think it will be moot because Victor Ortino will be the sheriff-elect?

thanks Monk...I have a list myself with several of them. Of course the CCSO PIO is dragging their feet taking two weeks just to acknowledge the request. I guess they can't do real work when they are out campaigning and filming every bit of that other candidate's stuff. I guess Charlie Crist got to Don Hunter and said listen Don, I know you think we are good friends, but I won't let your PIO office screw up my chance at vice president and go against my Office of Open Government. I finally got an answer that they received it. Now just waiting for even more documents, especially the ones on the Canadian border incident and some others. I wish we could post PDF files here, do I have some doosies already.

Once again, personal attacks begin. At least this time it waited until the second post before someone bashed an Ortino supporter. Wow, that's late for some people. On Wednesday morning the sun will come up to a new Sheriff-elect for the first time in 20 years. Kevin Rambosk will be that Sheriff-elect.

The other candidates and their supporters can try and spin it anyway they want--it's still going to end up that way.

The nice thing about Sheriff Rambosk is that he is professional and ethical. He will be everyone's Sheriff, not just his supporters.

Too bad Vic and Vinny aren't cut from the same cloth. Of course, if they were they would never have run in the first place because of their lack of qualifications.

Another sales job by Ryan for his man. What you been promised Ryan? I have a photo of the ex undersherrif's sign at the East Naples Substation that is in violation. What about all the yard signs Rambosk people putting up illegally without permission. I know cause I've stopped in places & they said they didnt' have permission & the owner of the property went took them down. The article fails to mention Jake handing out cards for his website & they say it's non profit & the IRS said they have no record of them. All the open PRB files they won't close cause could hurt the ex undersheriff like the Lt. working while on duty & same Lt. made sure his wife didn't get charged with shoplifting. Etc. etc. The latest to come out the cover up for the current undersheriff's son. It's all coming out & you all know it's true. Yes you have been campainging while on duty. Why is Bridget so scared to give up time cards, pay stubs & other public records requests requested weeks ago. Don't forget you can still file complaint with election law people after the election so not to worry. You are all full of crap you at the CCSO know it's all true & the coverups are unbelievable. Anyone else read the 35 page interview Williams did with one of the women Freeman sexually harrassed? What about him getting people to do this homework for his Masters degree while they were on duty at the jail on his personal laptop.

I was mingling around today at a sign waving event. If only the voters of this county could hear the supporters of the incumbent -- who by the way was forced to resign to avoid prosecution for willful violations of federal law -- and the incumbent act and speak when they think no one can hear or see them. Outrageous does not begin to describe them. Pitiful.

Ortino for sheriff. It's what must happen to restore integrity and equity in accountability in the sheriffs department.

There seems to be a lot of resentment towards the current CCSO administration and deputies. It would be nice to have a positive experience and community relationship with the deputies. It seems like many of them are on an ego trip and using their positions to make up for their inadequacies. Unfortunately, the current administration doesn't feel this is a problem and probably won't make any changes.

Yes, let’s vote for someone with NO PROFESSIONAL law enforcement experience as sheriff of one of the TOP sheriff’s office's in the NATION. Ortino was a traffic cop for 3 years, the only thing that qualifies him to do is writing speeding tickets and sleeping in the median. If he is elected sheriff, it will HURT the whole county. I have talked to MANY people that are employed with the CCSO from civilian, law enforcement and corrections. They all say the only one that is able and capable to be sheriff is Rambosk.

Sorry, but our crime rates have dropped the past few years and that is enough for me to vote for the person who has inside experience with how CCSO works already....RAMBOSK!! Ortino will just mess everything up and MARK MY WORDS crime rates will spike! Ortino also has sticky fingers if you want to get technical, he was making money that he wasn't working for and only got his job back as a state trooper b/c others had done it also, yeah that's who I want to lead our county as Sheriff. I was under the impression that it is against federal law to electioneer at polling places.
Has the Bush Thing trashed that law too or is the Rambosk campaign comitting another violation of the law?

Mothernature, You continue to bash honorable deputies with innuendos about some fictional Canadian Border incident, some deputy who went through a divorce, etc... You never provide any names or proof. Is this because you know you will be liable for slander because your relentless allegations are baseless. Do you think people will vote for a guy whose wife(Mothernature) continually trashes the reputation of the people that her husband wants to lead.

Maybe you haven't noticed, but Kevin Rambosk has maintained his honor throughout this election. He has not allowed you and your campaign to drag him into the mud where you are so comfortable wallowing.

Kevin Rambosk has a bachelor's degree, a master's degree, a certificate from the FBI National Academy, and 30 plus years of actual experience in law enforcement. His opponent has lied about his experience, his opponent has lied in his campaign platform, and in his forum statements. #28 yes said Lt. has many open PRB files they won't close before the election cause it's not good press. I'm sure he'll be cleared after the election of all wrong doing since he's protected by someone high up. He did go to the call where his wife was picked up for shoplifting & made sure she wasn't charged.

As for the undersheriff's son the paper was filed with the court on Friday & the CCSO wants the story killed, at least till after Tuesday.

There is so much more if the public only knew. What about another Lt. with an open file cause he was caught having sex while on duty at headquarters with a dispatcher. Why hasn't that one closed? Too embarrasing for the ex-undersheriff? He is knee deep in these & even the Current under-sheriff's son coverup. We don't need someone like him in office. VOTE ORTINO.

In some elections, you chose the "least bad" candidate. In this election we are fortunate to have one really good candidate, Kevin Rambosk. I hope he wins with a lot more than 62% of the vote. If people knew both candidates, Rambosk would win by a huge landslide.

Ortino supporters are fountains of toxic waste and I am sick of their mud slinging. As we've noted before, though, that's all they have, since their candidate has no qualifications of his own. It will be great when Wednesday rolls around, Rambosk wins, and the Ortino supporters, all 50 of them in Collier County, can go out and get a life.

As an Ortino supporter, not surprisingly, I see it a bit different. We believe the CCSO Senior staff is ethically challenged. We also believe they spend a huge amount of time and effort in covering up their ethical lapses. Now the problem, most citizens don't know this and we need to get the word out. We are limited in this endeavor because the NDN either doesn't really take this seriously, or are so smitten by their candidate they wish to over look it.

We are not spewing toxic waste. We are not passing on falsehoods, we are doing our best to be factual and give people and the NDN information of the command staff failings, with the former under sheriff at the top of the list.

Should we fail, Collier County will suffer another four years, after enduring the past twenty years of failed leadership and ethics. The citizens deserve better.

Now for all you concerned voters who aren't decided, just think of this....what if we are partially right (and we're much more than that) how can you support the existing twenty year mess.

Toesmom is Tony Lauer's wife. If you remember, Lauer is the Sergeant that was demoted to Corporal because he did NO work for three months, and he openly encouraged his subordinates to do no work. He led this open insurrection because he didn't get a desired transfer to a cushy job at the gun range.

Mothernature is Sarah Matheson who is the front person for the ORTINO SMEAR MACHINE. She pulls all kinds of public records on deputies' divorces, etc...and blogs about their personal lives that have nothing to do with their job or the election. She is careful not to use names because she knows that her diatribe is largely misleading and can lead to libel for slander.

Get out of the mud and run an honest campaign without lying about the facts.

I don't know about mothernature being the Sara person. Because of her apparent closeness to the campaign, her knowledge of personal family issues, and the venom that she constantly spews; I think mothernature is Ginny Ortino.

Mother, your total number of people voluntarily leaving the CCSO is 109, that's different than the 138 that Victor quoted in the paper. If you use your 109 number the turnover for CCSO would be 7.9 percent.

If you include those you say the CCSO fired for misconduct(looks like CCSO is holding members accountable)9, the total leaving the agency is 118; still below the 138 that Victor quoted in the paper. Regardless, with your total number the turnover rate would be 8.6 percent.

Using your numbers, the turnover rates of 7.9 % and 8.6 % are both below Victor's erroneous assertion that more than ten percent leave the agency voluntarily. Who is right you or Victor? I don't believe either of you are right. While your stated 7.9 percent turnover rate is much lower than the national average, it is still higher than the CCSO's.

Mother, or Ginny, or Sara, Your facts are wrong and your candidate's facts are wrong.

For the sakes of your reputations in Naples, please run a more honest and honorable campaign.

My numbers came from Collier County Sheriff's Office Public Information Office. The information was requested Friday,July 25, at 1:20 p.m. from e-mail address tryingtofindlove@gmail.com
You can ask the PIO for the e-mail to verify the information. The information was picked up in person at, according to the receipt which is also public record, at 8:33:34 a.m. August 7. The receipt was issued by Operator No. 03126. I am not Ginny Ortino. And, Lucky, did you stop to think that maybe I pick up the phone and ask questions of Victor Ortino and that's how I get my information. He has said he will speak with whomever wants the questions answered. Don't you think that maybe he gives the answers to whomever calls? By the way, the numbers do not include retirements and don't forget to add in the number fired. So, it's possible that Mr. Ortino's numbers are correct. Maybe the CCSO PIO is sending out different sets of numbers. That's a possibility. I don't know if Mr. Ortino's number include retirements and firings. So sorry to burst your bubble. Too bad people didn't listen into the Latino Officers Association Radio show. Even though they were having technical difficulties, they did say there was controversy about the former undersheriff. And they also said a Latino had applied for a job at a "Southwest" Florida law enforcement agency and something derogatory was said and there's a recording of it. The former undersheriff lied when he was interviewed by the NDN. Apparently he did not think that the complaint of sexual harrasment by Chris Freeman needed more severe action, which violates CCSO policy.
Attached is a copy of the FDLE Investigative Report. Also copies of Freeman's retirement letter initialed by Hunter, Rambosk (ID # 452, and several other members of the chain of command approving the short-fused retirement are attached. Additionally, Hunter's inter-office memo providing glowing tribute to Freeman on his departure is provided, along with a news statement regarding Freeman made by the CCSO on June 6, 2008.
Remember, Rambosk stated in a July 28 NDN article on the FDLE Investigative Report http://www.naplesnews.com/news/2008/j... , that "By that time I was no longer in the chain of command or the undersheriff, and had nothing to do with the investigation of the Freeman case," Rambosk said.
All documents preceded the request for FDLE investigation, and occured well after Freeman's lightening quick retirement on May 23, 2008 following allegations by the subordinate. I assume the actions taken by the CCSO administration were contrary to their own Sexual Harrassment policy requiring investigation of any CCSO member accused of improper conduct or sexual harrassment.

The CCSO's incidence of misconduct is commensurate with the national average, around 2 percent. If you focus on the negative, all you will see is the negative. Like those 10 years he spent in N.J. as an explorer or whatever? He would have been 12 when he started. I don't know of any agency which allows 12 year olds to help out. In fact, I think OHSA disallows it. Also, why did it take the ex undersheriff what was it six or eight years to complete his degree? How did he attend college in N.J. when he was living down here? That was before distance learning. I wonder how much time he took of from work to go to N.J. to complete his degree, or did he go up there?

Kevin Rambosk's bio was thoroughly checked against the public record and found to be completely accurate. He said that he did volunteer work. He never said he was an explorer. The public record check confirmed that Kevin Rambosk started his law enforcement career in 1978 and rose through the ranks to Chief of Police, and ultimately, City Manager. He earned his bachelor's degree and master's degree along the way. The degrees are posted on the the web site and the web site staff has the the transcripts to prove the degrees were earned. Relating to your black face allegation, the public records clearly show that Kevin Rambosk was the Captain of Patrol at the time and had no connection to the Investigations Division that conducted the operation. Nice try, but again the facts prove you wrong.
As far as the PRB's go, no one is concerned about them coming out. Most people just find it distasteful that you continue to berate honorable servants who are not running for election but may have made a mistake at some point in their careers. Additionally, most of the conjecture that you spout as allegations of misconduct; such as the poor deputy who went though a divorce when his wife left him(just like when Ortino left his wife and kids to be with Ginny). You spout angry diatribe about this deputy, but you obviously don't know the facts of his case. The only thing he was guilty of was having a wife that left him for another man. Just like when Ortino cheated on his wife with Ginny.
Your vague statements that are intended to paint particular people in a bad light just shows you lack of character and responsibility.

Anyone who reads the newspaper article where Jake is talking about his web site knows it's a hatchet job. I've talked to a few people today that aren't really involved in the election they are just voters & they said they wouldn't believe a web site that is started by a CCSO deputy who says he's a Rambosk supporter. Right there tells them it's one sided. People are smart they aren't as stupid as Jake thinks they are.

Jake why are you talking cheating? The CCSO is full of philanderers from jail techs right up to the top ranks & everything in between including training officers who cheated on their wives with recruits. Some morale integrity is just one positive change Ortino will bring to the agency.

People are stunned at what came out Friday at the courthouse, letter about Storrar. I've passed it on to 100's of people over the weekend & I guarantee they've passed it on. Many said they will be sure to tell their family & all their co-workers & take it with them to show them all. Guess it doesn't matter that the CCSO made sure the NDN didn't print it cause it's out there anyway.

I just talked to a really good friend who works in the school & a deputy's wife use to work there until she got laid off & the deputy's wife actually told her they can't be friends cause she has an Ortino sticker on her car. Is it Wednesday yet???? I don't think I could take 3 more months on the playground with all these chest beaters! I am honestly to the point that I where I think there is only one man that can straighten out the sheriffs dept. and bring back honesty, and integrity to the S.O.

If you take all the key points from all the blogs the past months, and write everything down on a piece of paper, it would make you wonder why any of us stay in this county! Even if only 25% of the things said here are true, listening to all sides, the one thing that the voters should have learned is that we sure have one screwed up sheriffs department and none of the current people running are going to have, or do what it will take to straighten it out!

Kevin, is just gonna be more of the same and continue to cover things up and selectively acknowledge problems. Victor, seems to have brought a lot of things to light that need attention, but he is going to have a very tough battle on his hands because of all the entrenched attitudes and resistance he will be met with.... and Vinny, well Vinny makes a lot of valid points and then steps right in big pile of it losing all serious credibility. Unfortunately he is going to take away just enough votes from Victor that Kevin will probably end up winning.

So where does that leave us? Well basically right where we were before all this started. You will continue to see bought and paid for information provided by Brigid to all the media. Coverups, and options to retire with benefits rather than face investigations, and of course civilians that are more afraid of the deputies than they are interested in helping them.... and last but not least we will never see the truth printed in the Naples Daily News due to it's relationship with the S.O. and insiders on both payrolls.

If the school system is allowed to look outside of Collier County for a superintendant, then maybe we should be doing the same thing for a sheriff.

In 2012, we need to bring in a candidate from outside of the area, someone that has been tried, and proven to be effective. Someone that will deal with crime and illegals, right here in our county, and not shove the problem off on our neighboring counties, or saying there is nothing we can do so let them deal with it. Maybe Officer Widman would still be alive if the CCSO had a true working relationship with our adjoining law enforcement agencies....unfortunately, we'll never know if everything was done that could have been done before CCSO's crack ICE team let a wanted criminal return to the streets.

Regardless, true to Kevins word, criminals WILL BE run out of our county! It's gonna be a long 4 years.

However if we re-elect the incumbent; (which for all intents & purposes the former undersheriff really represents, in spite of the fact that he had to step down due to Hatch Act violations) the same well-greased, old entrenched political machine will continue to rumble on. Disney that was FUNNY! I need my gadget, and if I'm in uniform who cares, I'll cut in line and get it.

People don't realize the kind of behavior they exhibit with their name badges and uniforms of companies and public sector government entities.

he made a very bad call there.

BUT RAMBOSK will still win anyway because the gadget guy really has nothing to do with the campaign when all is said and done.
