Forced-out Collier deputy contends he was unfairly targeted

— A veteran Collier County sheriff’s deputy who resigned in late August — records indicate he was about to be fired — believed he was being targeted by his unit’s administration for months, according to a recently released internal investigation.

In addition, three supervisors of former Cpl. Karl Meier, 51, told investigators that they believed that a lieutenant and a sergeant at the Sheriff’s Office’s North Naples substation were “gunning for” Meier.

But the Sheriff’s Office says Meier’s claims that he was being “targeted for removal” were unfounded.

Sheriff’s officials recommended that Meier’s appointment be withdrawn after he was accused of insubordination during a December 2007 missing child case on a North Naples beach. That, along with a long history of reprimands, would have led to Meier’s ouster had he not resigned, they said.

“When you take his entire (Professional Responsibility Bureau) history into consideration, it comes to a point when enough is enough,” bureau Capt. Al Beatty said.

Attempts to reach Meier at his Waterways of Naples home on Wednesday were unsuccessful.

While speaking with investigators, Meier said he believed that Sgt. Neal Bohannon and Lt. Andy Prisco had singled him out, and wanted him out of the North Naples district.

Three of Meier’s former supervisors, Sgt. Blake Martin, Cpl. Carlo Llorca, and Cpl. Tony Lauer, told investigators that Bohannon and Prisco said Meier was “not North Naples material.”

“They made it clear to me within the first month of them taking over the substation that they wanted Karl Meier out of there, and anything that Karl Meier did that could be remotely twisted into some minor violation of policy, they tried to hang him with it,” Martin said of Bohannon and Prisco. “I tried to defend him.”

“Karl’s getting screwed, in my opinion, and I don’t like to see that happen,” Lauer said. “I think this agency’s better than that, and I know that Karl Meier is not the demon and the insubordinate, unsophisticated ruffian he’s being portrayed as.”

Meier, a 13-year veteran of the Sheriff’s Office, resigned Aug. 29, not in good standing, while his appeal of a sustained internal affairs investigation was pending. The investigation was about Meier’s behavior during the missing child case.

Just after noon on Dec. 27, Meier was the first deputy to respond to the call of a missing 4-year-old at Cabana Dan’s off Vanderbilt Beach Road, reports said.

But by the time Meier arrived, the child had been located and was with her father.

Meier’s supervisor, Bohannon, and another deputy, Nicholas Shaffer, then arrived at the scene, reports said.

Bohannon noticed Meier approaching his patrol vehicle, and questioned him about the call.

“Oh, it’s just a 4-year-old missing, you know,” Meier said. “She’s been found. She’s back with the parents.”

Bohannon learned that Meier hadn’t obtained the father’s personal information, and believed he hadn’t conducted a thorough investigation, reports said. Bohannon instructed Meier to get the father and bring him over to speak to the deputies.

Meier made a face at Bohannon that Bohannon “interpreted as being agitated,” the report said. Meier then told Shaffer: “You’re the primary, you go get him. I’m out of here.”

When Bohannon told Meier to get the father, he said “Sweet Jesus,” retrieved the father and then left. Bohannon told investigators that several citizens stopped and watched the confrontation between Meier and him.

Sheriff’s officials accused Meier of insubordination, and he was reassigned as a corrections officer in the Collier County jail. Ultimately, the insubordination charge didn’t stick, but an allegation of “behavior and/or language which is ... insulting, derogatory or offensive” was sustained, reports show.

Beatty said that violation by itself wouldn’t be enough to get a deputy fired. But Meier had several policy violations over the course of his career, he said.

“If you’ve got a past PRB history, then yeah, it could end up in a termination or a withdrawal of appointment,” Beatty said.

Meier had five previously sustained violations, reports indicate, including a 1997 case when he placed his foot on the neck of a DRILL (juvenile academy) candidate and stepped on another candidate’s toes, and a 2003 case during which he was disciplined for lying during an internal investigation about driving his patrol car while intoxicated.

Most recently, Meier and Shaffer were reprimanded and Lauer was demoted after an internal investigation revealed they used an internal messaging system to complain about their jobs and brag about their poor attitudes.

In the messages they referred to Prisco as “Porky” and Bohannon as “Bonehead.”

The Sheriff’s Office is still investigating the death of a 91-year-old man with Alzheimer’s disease who fell and hit his head during an encounter with Meier, also in December.

Both the Professional Responsibility Bureau and the Sheriff’s Office’s Criminal Investigative Division are investigating the man’s death.

Meier’s allegation that he was being targeted was addressed in a previous investigation, and appears to be unfounded, the Sheriff’s Office reported.

“I don’t know if it’s so much that they were out to get him,” Beatty said. “As a supervisor, you are going to watch someone and ensure that they are doing what they are supposed to be doing.”

Meier, who started with the Sheriff’s Office in 1995, earned $63,901.75 when he resigned.

The confrontation at the beach doesn't sound like an exhibition of leadership, it sounds like a superior flexing his power and demanding the subordinate be properly subdued in his presence.

Mr.Meier, if you will submit to a polygraph vis-a-vie the 91 year old man, I will pay for it. You can clear your name with this former cop. What say? I'll turn the results over to PRB, regardless of the outcome. Hopefully it will put some questions to rest. Contact me for a sit-down, and I'll set it up.

I am by no means defending this officer but it does seem like there is more to this story then is being offered in this Naples Daily Rag story...

What investigation? The kid wandered away and was safely reunited with the father...no investigation...no wasted blasteded report. Bohannon is obsessed with paperwork because he is trying to get promoted. Not so long ago he would violate policy sideways and do NO paperwork. Now he is in charge and hypocritical. Good luck Karl Meier...you got screwed.

Good luck Karl. You were a target & everyone knows once a target watch out. Karl had been there long enough they are trying to force out the long timers that don't want to participate in all these coverups & other things they do. Prisco was after Karl. The Lt. told the Sgt. who wrote one of his evaluations to change it cause the Lt. said he didn't like Karl & told the Sgt. to make him look bad. When the Sgt. said no the Lt. told him to watch his back he was gunning for him. This is how the place works. See why change was needed not with Kevin it will never happen.

Karl Meier is an out of control MORON who should have never been hired in the first place. I'm surprised he lasted this long. As for Lauer,Martin,Llocra, these are the few lazy disgrunteled "DO NOTHING DEPUTIES" who complain about everthing.They always go against the adminstration. He was a jerk to his supervisor and should have been fired right on the spot. Yes, I do work in North Naples and I am very proud of our district.

Jadip811, I'm sorry to say, but the only reason Karl hasn't been fired before now is because it's a good-ol-boy system at the CCSO. Karl is only one of many who would have been canned a LONG time ago had they worked for any other agency. I mean seriously... even the PRB (internal affairs) outcome on the DUI in his PATROL CAR while OFF DUTY, states he lied during the investigation. The only reason he wasn’t arrested for the DUI was because it wasn't a sworn officer who put him behind the wheel. Where do YOU work? Do you honestly believe you would have NOT been fired for the same action? Not to mention the press and bloggers have been very nice in this article, because if you pull this POS's file, you will need a 3-ring binder to flip through it all. It amazes me what some people get fired for and what others only get a slap on the wrist for. At the SO... it's all about who you know. One word for you Karl…… KARMA!!

If someone had "lost" their four year old child, I would hope that the responding officers would at least ask some questions as part of their investigation, even if the child was "later found". Possible child endangerment or neglect charges come to mind. Do they wait until the kid is picked up by a stanger and molested or killed due to the parent's lack of supervision? You don't have to crucify them, but for God's sake, don't just blow it off. Deputy Bohannon sounds like like someone I would want supervising the officers in my own neighborhood. As a supervisor, demanding performance from your subordinates is not unreasonable and those pointing to allegations of a supervisor's past history sound like spoiled, resentful children. Grow up.

I sincerely hope Meier finds his calling. His track record with the CCSD suggests that he had a long term discipline and an attitude problem so it does not surprise me that Toesmom and other failed Ortino election trolls would try to make him a martyr. With Deputy Lauer as one of his mentors, who would have guessed?

Hey lawyerboy if you work in North Naples like you say, then you know all about bonehead and his past behaviour. There are no saints in this story. Did you know that Bonehead was singled out by a civilian review commity as being prone to violence. As for Priscoe, he's a suckup moron who was promoted way beyond his capabilities, he is a very poor leader. The only thing he does well is kiss butt.

The North end has gotten progresively worse since Priscoe was made LT. It's even worse than the East end if you can beleive that. Everyone knows what's going on up there. Priscoe is out of control and letting his monkey boy Walker run wild is only making matters worse. North Naples needs a good house cleaning.

I just hope that Hunter cleans house before Rambosk takes over. I hate to see him weighted down by these idiots.

If what you state is true then this is a blessing for Karl. He got to walk away with a little dignity and possibly be able to apply with another agency elsewhere if he so chooses.
I have personally known and previously worked with Bohannon.
We used to be very tight friends. I talked him into getting a corrections job at DOC before his current CCSO job. Neal was a jeweler at Service Merchandise several years ago if you can beleive that before DOC. Neal is a hardas*, and I hear he is a good supervisor but he has his faults like everyone else. Neal is a good old boy so I think that has to also be taken into consideration as well. And I actually went to high school with Prisco, my sister dated him a bit in high school although I never actually knew him well, I knew of him.
Although I can't speak for both Neal and Andy now maybe it is good that this officer got weeded out and is no longer with CCSO...

Pull up that call and you'll see what BS it was! No need to jump out of your shorts and waste man hours writing a report to bump your numbers. You think GNeal and his buddies don't sit around and brag to each other about "how many reports their guys write"? It's crap and it slows down work...no citizen demanded a report...no injury...no complaint...no property damage...not even a blasted stranger in the area!

That horse%^&&* makes people hate road patrol...but it gets supervisors promoted.

Not so many years ago G was punching people in the face and forgetting to do the paper...now he is a hypocrite seeking promotion.

Karl was no saint, but they just should have transferred him a long time ago and let him work.

My family and I live in North Naples.

I only hope that the level of police protection for the area is not in jeopardy due to all the internal problems.

I hope that the sheriff elect will address internal problems and remove or replace personnel as needed.

I will say it again, fire the ones' that deserve it, promote the ones that earned it, and hire the ones that can help improve it.

The community is waiting and watching.

My husband is retired NYPD and he just sits back and laughs at the crap that goes on here with the Collier County Sheriffs. I use to work for a interior decorating company whose son is now in charge of the Jail. Talk about a cover up. He and another (black) officer were partners. Both were found with drugs they took. Funny the black officer was fired. The other was given the position as head of the jail. Man I need to move to a normal place.

Do you really feel such animosity toward this guy Bohannon that you would hold up deputy Meier as a cause to champion? I am sure he is a nice guy and has done some great things while with the CCSD, but his attitude and disciplinary record speak volumes.

I don't expect our deputies to be saints, but I do expect that they do their jobs in a professional way. That means no driving intoxicated in a patrol car, no divisive and disrespectful laptop messages and no acting like a spoiled child on a scene butting heads with a supervisor. Spin it how you like, but it seems that Meier had "nine lives" in his career and managed to go through just about all of them with his behaviour.

So when an officer makes a face about doing his job in front of taxpayers to his boss, this could be a lil problem.

Not sure how many deputies are employed by the Sheriff's Office but here is my take: Each time I read a Sheriff's Office article, it involves the same characters Lauer, Llorca, Martin, Williams, etc. It seems to me that 10% of the deputies create 90% of the problems. Pretty consistent with other large corporations. For all the other Deputies, Firemen, and first responders, I SALUTE YOU! We never hear about the wonderful things you do every day when you go to work. It is ashame that we are subjected to these articles everyday by the NDN. How about equal reporting and lets show some good things that are going on in the community.

Truth...

I do not paint Karl as a "champion". I have not animosity toward his supervisor. I simply isolate this incident to be what it was...nothing! I know very well what Karl was, and I know what his supervisors are.

Some of these guys get caught up in the politics and race for promotion and forget about the spirit of policing. Just do good for the community, your family and you agency. If you are good at what you do, you may get promoted in due time...no need to leave foot prints on someone's back to get there.

Relax...it is Naples...not Detroit!

Cheap shots and beneath you. It is not surprising that someone from NYPD would think it is funny what they read about the CCSD. They are really laughing because they see things that make headlines here and get peole in an uproar that would be completely ignored in NYC.

The problem starts with Bohannon and Prisco. They have the North end all screwed up. Their job is to get other deputies in trouble. No one has taken the time to see that and what they are doing. I understand that we need to get rid of bad seeds so then do it by getting rid of these two clowns. Hunter didnt do that, and Rambosk wont either, only time will tell when extreme damage has been done by these two.
