I believe it was a good move for the City to take over Community Development services from the County:
Half the time the Lee County planners (other than Chip Block) were unfamiliar with Bonita Springs ordinances.
Unfortunately, the method used is basically flawed.
Turning over review and enforcement to a for-profit corporation sin financial overview by the City creates a potential conflict.
If the corporation's income shrinks in a slow market, an incentive to reject submittals is born to create the additional income derived from re-submittals to cover payroll and PROFIT.
Akin somewhat to putting a private police force in charge of enforcing speeding laws, and letting them keep the income from the speeding tickets.
Everyone could expect to get regularly get a speeding ticket, especially near the end of the month.

Tick Tock Tick Tock....when exactly does CH2M Hill' contract expire? I see a City-run community development department in our near future...
Construction is not likely to pick up again for another 3 years and will never again reach the 2004 figures that their contract was based on.
It seems that CM2M is likely to keep pushing for more money directly from City coffers until they push themselves right out of a job.
